1. Manufacture of a solar panel in the shape of a cheap, modular clip-together roof tile, in two sizes: domestic house size, and larger commercial building size.
2. A government policy to mandate all new government buildings to be built with the solar tiles on the roof, and grants to allow existing government buildings to replace their roof with the solar tiles.
